LA County May be Forced to Pay $3 Billion in 3,000 Claims of Child Sexual Abuse in Foster Homes, Children Shelters, and Probation Camps

Three years after the Child Victims Act went into effect, L.A. County — responsible for facilities meant to protect and rehabilitate the region’s youth — has emerged in court filings as one of the biggest alleged institutional offenders. Two weeks ago, in an otherwise dry budget document, county officials delivered figures that stunned even some of the most seasoned California sex abuse attorneys. County officials predicted that they may be forced to spend between $1.6 billion and $3 billion to resolve roughly 3,000 claims of sexual abuse that allegedly took place in the county’s foster homes, children shelters, and probation camps and halls dating to the 1950s. The county is gearing up to litigate the cases, bringing on 11 law firms to work through the claims. Experts say the volume is unlike anything they’ve heard of in local government. There is only one apt comparison, attorneys say: the Catholic Church.

Former Prisoners in LA County Women’s Jail Reveal Horrors of Human Experimentation

In this second part, host Tammi Stefano starts out by stating that the details of the horrors these two women experienced in the LA County jail are far worse than what was revealed in Part 1 of this interview. As part of an apparent human experiment, the women were kept confined, not in a cell block where two people occupy one cell, but in what is described as a "cage." "K" explained that "cage" is the correct term, and that 193 women were transferred into this cage with no bathroom, and no guard, for almost 30 days in the month of December, 2012. They slept on bunk beds, 3 to a bed, and only about 8 inches separating each mattress above, making it difficult to get in and out. She goes on to explain that due to racist attitudes among the prisoners, women would be trying to kill each other inside this cage when they were left alone at night. There was also no heat in this cage, and it was in the winter, where temperatures would drop below 30 degrees at night. The inmates were only give one thin blanket. This horrible environment was especially difficult for the elderly women, and those pregnant. The two women being interviewed were in separate cages, each with close to 200 inmates, during this time. Jessica talked about how those with medical conditions were supposed to get lower bunks, but many did not. She referenced a nurse who had terminal cancer, and was serving a sentence for allegedly writing a $400.00 bad check to get life-saving medicine for her condition. These women saw unbelievable horrors while incarcerated, including terrible violence and death, some of which they discuss in this interview.

Los Angeles mother Lori Ibrahim recognizes that there is an inherent need in children to be with their mother, and she is broken-hearted that Child Protective Services is ignoring that fact. Her children were taken away from her after she had a positive drug screen after giving birth to her youngest son in July. Her friends are asking how this can happen, since the only drugs that she was taking were medications that were properly prescribed by doctors. Since being in state care, her infant has bruises, and her older son is traumatized from the separation. Health Impact News spoke with Lori after a recent visit with her children. She put into words what many parents have expressed about the grief of being separated from their children and the joy of spending time with them at visits, followed by the heartbreak of having to say goodbye at the end of the visits: "It's like being admitted through the pearly gates, and then someone opens a trap door and drops you into the pits of hell. It's so unnatural and so wrong to hand your babies to a stranger and walk away from them."

California Governor Wants to Shield Corrupt LA County Social Workers by Making Child Death Files Secret

Gov. Jerry Brown’s administration has quietly drafted a bill that would gut key portions of the state's landmark law requiring child protective services agencies to release records when a youth dies of abuse or neglect. A vote is expected within the next week. It is the second time in two years that California Department of Social Services Director Will Lightbourne has introduced the bill on an emergency basis through a "trailer bill," introduced as part of the state's May budgeting process. That approach bypasses the usual committee review and fast-tracks the proposal for a vote. Earlier this year, Los Angeles County prosecutors filed criminal charges against four social workers who handled the case of 8-year-old Gabriel Fernandez in the months before he was tortured and killed. The case was first reported in The Times based on information that included documents released through the disclosure law. The social workers union has staged protests against the criminal charges and worked with the administration to craft the bill that would reduce public scrutiny of the case files for child fatalities. The state child welfare directors association also supports the administration’s bill.

Whistleblower Reveals Corruption in Kidnapping Children in LA County

This is National Child Abuse Month and we have Tammi Stefano, host of the National Safe Child Show joined by a CPS whistleblower (whose identity remains hidden to protect them) that has worked with the Department of Children and Family Services in LA County for over a decade coming forward now to reveal egregious corruption within the department. This social worker has come forward after being privy to a case where they saw that court ordered family visits were impeded by the department allegedly in an effort to manipulate the judges' ruling in favor of adopting out the child instead of reunification with the family by making it appear that the family was not choosing to visit their child, among other things. This whistleblower says that this family is a safe and loving family who has done nothing wrong, yet they are suffering at the hand of a corrupt system, a system that is right now seeing some of its own social workers criminally prosecuted by Los Angeles D.A. Jackie Lacey in the Gabriel Fernandez death. A department that during business as usual allegedly accepts "orders for children"--taking children away from their loving families to adopt them out for financial gain--while on the other hand is caught ignoring the cries of a young boy being tortured to death may not be a department that works in the best interest of children and their families.

Teenage Girl Speaks Out About Being Medically Kidnapped in Los Angeles

UCLA Medical Doctors and LA County Medically Kidnap Paramedic and Film Producer’s Daughter

Tammi Stefano of The National Safe Child Show recently interviewed Jewels Stein, a mother who had her daughter taken by Los Angeles County’s Department of Child and Family Services (DCFS) following accusations of Munchausen by proxy by UCLA medical physicians. Jewels Stein is a paramedic with the Fire Department who has an extensive medical background. She works on movie sets, and she is currently producing a documentary. She raised four of her own children and two step children. On the day her 15 year old daughter was to be discharged from the hospital after a successful surgery that allowed her daughter to eat food again instead being fed by a tube inserted directly into her stomach, Jewels Stein watched in horror as they took her daughter away from her because she refused to let her be put on powerful psych drugs. She was escorted out of the hospital while still in her pajamas, and left on the street without even her car keys. This is her story that she wants the world to hear.

Yesterday we reported the story of Jason Janbahan and how he lost custody of his 5 year old son to LA County DCFS due to a charge of "medical neglect," and then saw his son die from medical complications while staying in a foster care group home. Mr. Janbahan told his emotional story during an interview with the National Safe Child Show. On Monday September 28, 2015 Mr. Janbahan returned to dependency court in Los Angeles regarding the custody of his only remaining child, his daughter Sarah. Unfortunately for Mr. Janbahan, just months after the death of his son who died a tragic death while in DCFS care, he also lost his daughter when a judge in dependency court put his daughter into permanent placement. Before the hearing, Jason went to the sheriff's station to file charges against the social workers and county counsel alleging illegal conduct, fraud and collusion.

Medically Kidnapped Child in LA County DCFS Care Dies – Father Vows to Fight Criminal Social Workers

A report written about LA County Department of Children and Family Services (DCFS) revealed that during an 18 month period, of the thousands of children who were taken away from their parents and family members, 571 of them died while under the supervision of LA County DCFS. On Sunday September 28, 2015 Jason Janbahan appeared on the National Safe Child show to tell his story, and how a corrupt social service agency in LA County was responsible for the kidnapping and death of his 5 year old son. Having his son removed from his home due to a charge of "medical neglect," in spite of the fact that medical reports showed that his son was in normal health, once under the care of a foster mother in a group home, the 5 year old boy's fragile immune system deteriorated rapidly, and he died while in the custody of LA County DCFS.
