Filmmaker Bill Windsor of “Lawless America” is currently being held in Ada County Jail in Idaho on a $4.1 million bail. To whom is he a threat?

Filmmaker Bill Windsor has been in the process of producing a film called “Lawless America” since 2005. It is a film project which exposes the corruption in the American judicial system. He currently has over 1200 videos in his YouTube channel of testimonials from American citizens who have experienced corruption in the judicial system first hand.

Windsor was detained in Texas in October of 2014, and held in jail for over 50 days before being released in December of 2014. He is 66 years old, and claims this is the first time he was ever arrested and detained, and previously had never been charged with a crime. He states he has never used drugs, and is a “non-violent law-abiding citizen.” He has filed numerous lawsuits across the country, including a couple of cases where he claims he was attacked by “cyberstalkers” who allegedly want to discredit his work.

After being released from jail in Texas, he started a “road-trip” and blogged twice a day, once in the morning, and once at night, to let everyone know he was still free. The blog posts stopped on February 19th. Health Impact News and other alternative news media began a search for Mr. Windsor, and found that he had been incarcerated in Ada County jail in Boise, Idaho on February 19th.

Health Impact News spoke with Bill Windsor from Ada County Jail this past weekend, and he wants us to covey to everyone that he is “OK.” He stated that he is currently being held on a $4.1 million bond.

Who is Bill Windsor?

Bill Windsor is an independent film and TV producer, and is part of the alternative media (i.e. no corporate sponsors or managers that have to “clear” his stories.) His LinkedIn profile shows that he studied Radio-TV-Film at the University of Texas, and marketing at Texas Tech University. He worked as a radio and television announcer while in school, and later went on to start over 50 companies.

The Lawless America Film Project

Bill Windsor began the film project Lawless America in 2005:

LawlessAmerica.com began as the story of my personal experience with judicial corruption and government corruption. Due to publicity about my efforts with the United States Supreme Court, thousands of people began telling me their stories, and this site morphed into a site dedicated to exposing dishonesty and corruption in government while presenting ways to battle this epidemic.

From June 14, 2012 until February 9, 2013, I traveled to every state filming victims of government and judicial corruption. The documentary film, Lawless America, will premiere in 2014 (did not happen as he was arrested.) I traveled over 30,000 miles and filmed over 1,500 victims. Close to 2,000 videos have been created thus far and over 1,200 are uploaded to www.YouTube.com/lawlessamerica.

Windsor states that his goal is not simply to expose the corruption in America’s judicial system, but to change it through a grassroots movement aimed at petitioning Congress and state legislators to take certain actions. In the video above, Windsor lists 48 proposals to take to elected officials to stop corruption in the judicial system.

His first proposal, to give you an example of the types of things he would like to see accomplished through Lawless America, has to do with the recording of court transcripts:

The first proposal is that all court proceedings should be recorded, and all parties should have the right to do their own recordings of the proceedings. Judges and attorneys and court reporters get away with lies, concealing the tone of comments, and falsifying court transcripts.

This will be a tool to make them more accountable while protecting the fundamental rights of the parties.

When you think about it, it is ridiculous in these days and times that the only record you would have is something that a man or a woman sits and types (by hand), from what they are hearing.

We have the ability to video and audio record everything, and we must do it.

I personally have experienced falsified transcripts. I personally have seen the outrageously rude manner in which judges speak to people, and then it doesn’t quite come through that way when you read the paper transcript.

This is needed to protect people.

In short, Bill Windsor does not appear to “have an ax to grind.” He wants to save America.

The collection of over 1100 video recordings and interviews in the Lawless America YouTube channel is shocking. Testimonials are given from people all over America, from all walks of life, including a former federal judge. Bill Windsor is the not the only one to document the depth of the corruption in the U.S. judicial system.

The Fraternity: Lawyers and Judges in Collusion

Justice John F. Molloy, who served as a judge on the Arizona Superior Court bench, published a book in 2004 titled The Fraternity: Lawyers and Judges in Collusion, published by Paragon House. He had terminal cancer, and died a few years after the book was published. Justice John F. Molloy is probably best known for authoring the famous Miranda decision that was subsequently appealed to the U.S. Supreme Court and overturned, resulting in what is known today as the “Miranda Rights” which law enforcement now quotes to suspected criminals upon arrest.

Some quotes from Molloy’s book:

The once honorable profession of law now fully functions as a bottom-line business, driven by greed and the pursuit of power and wealth, even shaping the laws of the United States outside the elected Congress and state legislatures.

When a lawyer puts on a robe and takes the bench, he or she is called a judge. But in reality, when judges look down from the bench they are lawyers looking upon fellow members of their fraternity. In any other area of the free-enterprise system, this would be seen as a conflict of interest.

When a lawyer takes an oath as a judge, it merely enhances the ruling class of lawyers and judges. This devolution of lawmaking by the judiciary has been subtle, taking place incrementally over decades. But today, it’s engrained in our legal system, and few even question it. But the result is clear. Individuals can no longer participate in the legal system. (Full article.)

Federal judges and federal prosecutors routinely block the access common citizens are supposed to have to the federal grand jury.

After the American Revolution, our Constitution was conceived and adopted as the mechanical foundation of our government. For ordinary citizens, the independent grand jury was the only tool of salvation from judicial corruption. Without this critical tool of redress, American civil rights exist only at the will of a judge. That tool (unfettered access to a grand jury) has been taken away.

Judges simply snatched it from us. They did it by enacting “judicial legislation,” i.e., by “ruling” that private citizens had no right of access to the grand jury. They took the grand jury from us and they gave it to themselves, and they use their “gatekeeping” power to protect themselves (from accountability) all the time. (Source.)

Is the Government Trying to Silence Bill Windsor?

Bill Windsor states that the government is trying to silence him and prevent his film from being produced. Reading the volumes of material at LawLessAmerica.com to try and grasp the depth of corruption that Bill Windsor has uncovered over the past several years can take many hours. Fortunately, just a few days before Bill Windsor was incarcerated on February 19th, he published a post on his website titled:

Why does the Government want to silence Bill Windsor?

This is a good summary and starting point to understand Windsor’s work.

Bill Windsor believes that corrupt government officials and private parties being protected by those allegedly corrupt government officials have engaged in “cyberstalking” to damage his reputation, and in at least one case, even tried to murder him.

The actual charges for which he is allegedly being incarcerated on can be found here. If these represent all of the actual charges currently filed against Bill Windsor, it certainly does not appear to justify an alleged $4.1 million bond.

Cyberstalking of Bill Windsor to Destroy His Reputation?

It is now a well-known fact that the U.S. Government is engaged in “cyberstalking” and “cyberspying.”

Last year (2014), Glenn Greenwald, a journalist, constitutional lawyer, commentator, and author of three New York Times best-selling books on politics and law, published a series of articles on how covert government agents infiltrate the Internet to “manipulate, deceive, and destroy reputations.”

The information is based on documents leaked by National Security Agency (NSA) whistleblower Edward Snowden. Greenwald’s article, How Covert Agents Infiltrate the Internet to Manipulate, Deceive, and Destroy Reputations, is based on four classified documents produced by the British spy agency GCHQ, and presented to the NSA and three other English speaking agencies reportedly part of “The Five Eyes Alliance.”

In this shocking piece, Greenwald publishes a copy of a spy training manual used entitled: “The Art of Deception: Training for Online Covert Operations.” Greenwald writes that agencies like the NSA are “attempting to control, infiltrate, manipulate, and warp online discourse, and in doing so, are compromising the integrity of the internet itself.” Greenwald writes:

Among the core self-identified purposes of JTRIG are two tactics: (1) to inject all sorts of false material onto the internet in order to destroy the reputation of its targets; and (2) to use social sciences and other techniques to manipulate online discourse and activism to generate outcomes it considers desirable. To see how extremist these programs are, just consider the tactics they boast of using to achieve those ends: “false flag operations” (posting material to the internet and falsely attributing it to someone else), fake victim blog posts (pretending to be a victim of the individual whose reputation they want to destroy), and posting “negative information” on various forums.

While this kind of counter-intelligence activity may not sound surprising given the objectives of spy agencies going after terrorists, what disturbs Greenwald (and many others) is that the discussion regarding these techniques have been greatly expanded to include the general public:

Critically, the “targets” for this deceit and reputation-destruction extend far beyond the customary roster of normal spycraft: hostile nations and their leaders, military agencies, and intelligence services. In fact, the discussion of many of these techniques occurs in the context of using them in lieu of “traditional law enforcement” against people suspected (but not charged or convicted) of ordinary crimes or, more broadly still, “hacktivism”, meaning those who use online protest activity for political ends.

The title page of one of these documents reflects the agency’s own awareness that it is “pushing the boundaries” by using “cyber offensive” techniques against people who have nothing to do with terrorism or national security threats, and indeed, centrally involves law enforcement agents who investigate ordinary crimes.

No matter your views on Anonymous, “hacktivists” or garden-variety criminals, it is not difficult to see how dangerous it is to have secret government agencies being able to target any individuals they want – who have never been charged with, let alone convicted of, any crimes – with these sorts of online, deception-based tactics of reputation destruction and disruption.

And while these leaked documents concern the British spy agency, Greenwald is quick to point out that the Obama administration has actually been open and forward about using such techniques in the U.S.:

Government plans to monitor and influence internet communications, and covertly infiltrate online communities in order to sow dissension and disseminate false information, have long been the source of speculation. Harvard Law Professor Cass Sunstein, a close Obama adviser and the White House’s former head of the Office of Information and Regulatory Affairs, wrote a controversial paper in 2008 proposing that the US government employ teams of covert agents and pseudo-”independent” advocates to “cognitively infiltrate” online groups and websites, as well as other activist groups.

Sunstein also proposed sending covert agents into “chat rooms, online social networks, or even real-space groups” which spread what he views as false and damaging “conspiracy theories” about the government. Ironically, the very same Sunstein was recently named by Obama to serve as a member of the NSA review panel created by the White House, one that – while disputing key NSA claims – proceeded to propose many cosmetic reforms to the agency’s powers (most of which were ignored by the President who appointed them).

Later last year, after writing his article on government cyberstalking, Greenwald wrote how these very tactics were used to discover that General Petraeus was allegedly having an affair:

So all based on a handful of rather unremarkable emails sent to a woman fortunate enough to have a friend at the FBI, the FBI traced all of Broadwell’s physical locations, learned of all the accounts she uses, ended up reading all of her emails, investigated the identity of her anonymous lover (who turned out to be Petraeus), and then possibly read his emails as well. They dug around in all of this without any evidence of any real crime – at most, they had a case of “cyber-harassment” more benign than what regularly appears in my email inbox and that of countless of other people – and, in large part, without the need for any warrant from a court.

Bill Windsor believes he has been a victim of “cyberstalking” from people who do not want his film published. He filed a lawsuit that he calls “the largest case of defamation in U.S. history.” He believes that this is when his legal problems began, which led to his first incarceration in Texas, and his current incarceration in Idaho. How Can the Public Help Bill Windsor?

We asked Bill Windsor how the public could help him, and he replied that he really needs exposure in the press at this time. He also would like a filmmaker to step forward and finish his film.

Bill Windsor can currently be contacted in Ada County Jail, via the Telmate system at GettingOut.com. One can create an account online, search for William Windsor in the Ada County Jail in Idaho. You do have to put some money into an account to send Bill messages, which cost $0.25 per message. He is apparently able to check these messages about every other day or so. There is also an option for video conferencing, and he is allowed to use the phone during this time to call out as well.

One can also put money into Bill Windsor’s account for him to use, either for phone calls and Internet usage, or for purchasing items in the commissary. Bill stated that he has plenty of funds right now for communication (more than he can use), but he said he always appreciates contributions to be able to purchase items in the commissary. In his past descriptions of being incarcerated in Texas, he used additional funds for commissary items to purchase necessary items for other inmates in need.

For those not in the media, please use social media to get Bill Windsor’s story out. He has years invested in his film project Lawless America, and thousands of people are depending on him finishing it.
